Overview
Error 131026 occurs when WhatsApp / Meta is unable to deliver a message to the recipient.
This error usually happens after the message is successfully sent from your system to Meta, but WhatsApp cannot complete the delivery to the customer’s device.
In most cases, this error does not indicate a problem with your WhatsApp API integration or Flovoo configuration.
Why Does This Error Happen?
WhatsApp may fail to deliver messages for several reasons related to the recipient’s account, device status, or WhatsApp application.
This restriction is typically caused by conditions on the recipient side rather than technical issues in the sending system.
Common Reasons Behind Error 131026
1. The Recipient Number Is Not Registered on WhatsApp
The phone number may:
- Not have an active WhatsApp account
- Or the WhatsApp account may have been deleted
As a result, WhatsApp cannot deliver messages to that number.
2. The User Has Not Accepted WhatsApp Terms and Conditions
In some situations, WhatsApp requires users to accept updated terms, privacy policies, or application notices before receiving messages.
If these updates are pending, message delivery may fail temporarily.
3. The Recipient’s WhatsApp Version Is Outdated
Older WhatsApp versions may not support newer message types or interactive content.
Examples include:
- Buttons
- Interactive messages
- Media templates
- Advanced message formats
This may prevent the message from being delivered correctly.
4. The Recipient’s Device or WhatsApp Application Is Temporarily Unavailable
Message delivery may fail if:
- The customer’s device is offline
- Internet connectivity is unstable
- WhatsApp is temporarily inactive on the device
In some cases, delivery may resume automatically once the device reconnects.
5. The Message Type Is Not Supported by the Recipient
Certain message formats may not be supported on the recipient’s device or WhatsApp version.
This is more common with:
- Interactive templates
- Complex message structures
- Messages containing unsupported elements
How to Fix Error 131026
Verify That the Number Is Active on WhatsApp
Make sure the customer is actively using WhatsApp on the same phone number.
Contact the Customer Through Another Channel
Since WhatsApp delivery may fail, it is recommended to contact the customer using another communication method such as:
- Phone call
- SMS
You can ask the customer to:
- Open WhatsApp
- Verify the application is working properly
- Confirm they can receive messages normally
Ask the Customer to Update WhatsApp
Ensure the customer is using the latest version of WhatsApp from:
- Google Play Store
- Apple App Store
Ask the Customer to Accept Pending Updates or Terms
If WhatsApp requires acceptance of updated terms or policies, the customer should complete this step before retrying message delivery.
Retry the Message Later
In some situations, the issue may be temporary.
Waiting for a short period before retrying may resolve the problem automatically.
Try Sending a Simple Text Message
If interactive or media messages fail, try sending:
- A plain text message without buttons or advanced formatting
This helps identify whether the issue is related to message compatibility.
Best Practices to Prevent This Error
Regularly verify customer phone numbers
Keep customer contact information updated
Monitor delivery reports frequently
Use simple and compatible message formats when possible
Reduce dependency on highly interactive message types for critical communication
Contact customers through alternative channels when delivery issues persist
Important Notes
This error does not usually indicate a technical issue with your API integration.
The issue is primarily related to the recipient’s WhatsApp account, application status, or device condition.
In some cases, the error may appear temporarily and resolve automatically later.
